What if I told you that everything you think you know about the "Democrat" party is a lie? That it is all a massive hoax...An OP. And the second, was to create propaganda in order to fearmonger people like YOU into voting for "Democrats" like THEM. The Qataris (and Netanyahu) knew at best it would go to propping up the Hamas government of Gaza (possibly humanitarian in some cases, but no one other than you thought it would prevent war and terrorism. Nor was it "designed" to do so.) At worst, the money would be diverted to building Hamas' arsenal and expand their tunnel network. Which is EXACTLY what happened.
